A needs assessment needs to be done at the beginning of a program because it is not good practice to just randomly prepare a program without a worthy purpose. Usually a funder wants to know why something is being offered. Is there a need? Is it already being done by someone else and redundant? Whether the program is through a public sector source like health department or school, or public organization, the funds need to be justified. If a group writes a grant or responds to a RFP (Request for Proposals) then the foundation or other source has an objective in mind and will award money to a group that has an innovative idea or plan, and when it is competitive will offer an award to the group with the best idea.
