This really depends on the project, and you could ask questions that cover both. For example, if you are doing a study on economic development in small communities, you could do one of two things or both. Qualitatively, you could look at case study examples, perform site visits and interviews, collect your information and analyze it in a qualitative software package, such as NVivo.
