Answer:
A primary consultant was basically hired by a company to perform a very definite function which he/she can perform more effectively than an insider. It is in fact a special and significant task which can be performed within a definite period of time or sometimes longer, or until such time that a company is ready to perform it at its own.

It is supposed to be just a staff function, not a line function. As such, the need for the services may be put to an end ( legally, of course) when a need has been filled up, or, when there is no more organizational need to be filled.

Becoming ineffective due to closeness or attachment to the group is an indication of no longer giving justice to his being a consultant to the company - he is already sacrificing productivity for the sake of fostering good social relationships - an application of 0.9 leader ( zero for productivity and 9 for social relationship).
