On the basis of the model in the attached excel sheet, I will prefer to go with Russia. Although Vietnam also score competitive with Russia on various aspects, Russia being a much larger market and one of the fastest growing and most attractive emerging nations of the world with higher GDP per capita will definately be my choice for a company that produces high end technology product such as servers.
