The topic that is the subject of the proposal is the inequity that exists in regard to allocation of healthcare resources as traditionally, researchers have placed more emphasis upon the equality or lack thereof in the allocation of healthcare resources. Although equity is characterized by equally distributing resources in regard to the needs of the population that these resources are allocated to, most research literature has placed an emphasis upon the population level as opposed to the specific needs of the healthcare population in which the resources are being allocated.

Therefore, the specific focus on the healthcare needs of the population needs to be incorporated into the proposal to ensure that distribution of healthcare resources is predicated upon consideration of the population needs of the healthcare population. To improve the equity in appropriating resources for patient care, applicable indicators such as the Gini coefficient are used worldwide to accurately measure healthcare resource allocation to ascertain the size of inequity and equality regarding healthcare resource allocations. This study has proposed that the Gini coefficient be included along with other indicators that include the concentration index as well as the Robin Hood, which have been used by researchers and healthcare organizations to take out the scale of equity when analyzing whether these healthcare organizations are equally distributing their limited resources to most efficiently serve the best interests of patients. ...
