The most significant policy change that has occurred in criminal justice policy has to be the legalization of marijuana in several states across the country. The problem associated with incarceration of nonviolent marijuana users as well as probation and parole for these offenders can't be overstated as there are literally millions of these nonviolent men and women who are incarcerated each year. Therefore, the removal of this "scarlet" letter from their lives as well as the removal of the threat of arrest for engaging in a naturally growing plant can't be overstated.
