Simply put, it leads to successfully meeting the needs of the "target" population. Likewise, if the mission statement, goals, and program objectives do NOT "fit" the target population, the program will not be successful. That is, it will more than likely fail. For example, if the target population is people with addictions in a treatment center, if your mission is to provide quality care to people with obesity vs. people with additions to alcohol and drugs; clearly, this will not work. And, if the goals were about ways to lose weight vs. living without drugs and alcohols, this would not work. For example, if the goals were to increase the people with obesity's health outcomes vs. learning to live sober, what good would that do? And the objective, are the same. What good would objectives, such as cutting caloric intake to loose weight, engaging in an exercise program, and counseling about your relationship with food, etc. be to a person who is addicted to alcohol and drugs? None.
