The criteria for nonprofit status in this article is placated upon meeting the community benefit standard, which has not been substantially changed since 1969. This criteria includes the hospital providing charity care, services and activities such as provision of health education and screening to specific vulnerable populations within the community, and other healthcare activities capable of benefitting the greater public good, which may include education for health professionals and medical research. The problem that the report focuses on is the fact that only a small number of hospitals have devoted significant percentages of their operating budgets toward providing uncompensated care for patient operating expenses, which in comparison to their for-profit counterparts are almost identical. In addition, a small number of "nonprofit" hospitals are providing uncompensated care as it is not evenly distributed among nonprofit hospitals, which results in a few hospitals providing substantially more uncompensated care than other hospitals receiving the same tax ...
