In the 19th century, the concept of free education was formulated but initially stemmed from religion. Not every country offers the luxury of free education and unfortunately often when they say 'you get what you pay for or appreciate the value, when you pay," seems to be relevant NOW. Children are going to schools, not taking advantage of the opportunity and resources and not only become a burden but personally, they wash out away from the mainstream of high school completion.
In 1918 all states were making it mandatory for students to attend elementary school and in 1925, as a result of a legal battle; those wishing to have students schooled privately were allowed that option.
