I would implement a phonics program for these learners, because it helps beginners get started, and it helps advanced students take their skills to higher levels. All readers at all stages of literacy development (particularly in a primary classroom) can benefit from phonics instruction. Phonics, in case this is a new term for you, is the science of learning that letters stand (in the English language) for sounds. Many letters can represent more than one sound, vowels in particular.
