Yes and no. The first rewards program motivated the distributor due to the financial bonuses monthly and quarterly. It appeared to be a successful rewards program.

Why fix what is not broken? Greed. CEMEX tried to corner the market and by doing so, the company's numbers truly remained level. The numbers did fluctuate, but not significantly.
