As a HRD professional what must you consider when determining to outsource for training and develop and deliver the training in house?

Many organizations have been moving toward web training. An advantage is that employees can train at their leisure. That is, they can come home from work, eat dinner, relax, and then when everyone has gone to bed get on line and work their way through the training program. The advantage to the organization is that there is no opportunity lost, that is the employee is not using company time to train. Has your company moved to this training strategy? And if so, what are your thoughts on its success? If not, what are your thoughts on its advantages and disadvantages?

a. Do you have the internal capacity, both human expertise (subject matter experts as well as instructional design experts) and do they have time to develop the resource?
b. If you have the internal resources, who are knowledgeable about the topic and your companies sector, then it may be more cost effective to use internal.
c. There may be pre-packaged training programs that have already been developed which could be utilized at a much lower cost than the development of in-house resources. Things to consider: Are you wanting to deliver this training more than once? How large is your firm - there will be a cost/benefit analysis required to determine the cost of delivering the pre-packaged multiple times against the cost of developing training materials in-house and then you own them.
d. If you own the materials, then you can update at minimal additional cost - if you have to out-source the training every time some small things changes, then there may be higher costs - conversely, an external training organization should have their materials up to date automatically when they deliver training.
2. Efficiency
