FUNCTIONAL PURPOSE: Evaluates computer hardware and software systems and develops procedures, specifications and policy for the design, selection and acquisition of data processing systems and/or equipment.

REQUIREMENTS:

1. Knowledge of advanced automatic data processing technology sufficient to support current and future information systems requirements and to provide advice concerning information technology.

2. Ability to define requirements and to develop technical criteria for distributed equipment and services, including analyzing and determining the metrics associated with distributed computer equipment and related software products and services.

3. Ability to determine operational impact, cost, and risk of implementing new system architecture.

4. Ability to design, develop, evaluate and select distributed processing systems, software, and related peripheral equipment, and manage feasibility studies for their use.

5. Ability to evaluate requests for remote teleprocessing services to determine, using the most cost effective method, whether services should be provided in-house or by contract.

6. Ability to develop and administer ready sources for information technology needs and act as the technical liaison between the contracting officers and vendors for automatic data processing equipment and/or software procurements.

7. Ability to provide guidance on budgetary planning for installation and maintenance of automatic data processing systems.

8. Ability to communicate orally and in writing to provide technical support and coordinate requirements with vendors, consultants, industry and government representatives.
