Building trust and credibility with local communities, both in the US and overseas, often plays a large part in a base's ability to de-escalate crises.

But what do you do when a local community prefers little, if any, engagement and contact?

Fort Drum, home to the 10th Mountain Light Infantry Division, is located in Northern New York. Within a short distance of the garrison, there is a large Amish community.

If you are the senior public affairs officer at Fort Drum, what would you do if a crisis at the base involved the local Amish communities? Their culture is radically different from the "English," they (often strongly) prefer to remain private and their use of technology, including telephones, is very limited.

For many people the Amish culture is foreign. What's your crisis strategy to engage with this public to manage this crisis?

Crisis within the Perimeter of My Base
Fort Drum is a US Army reservation and a census designated place located in Jefferson County in north New York. Winter temperatures reach minus 34 degrees Celcius. The most common crises in this area occur because of winter storms, storms, wildfires, and blackouts. To tackle these crises, if I were a senior public relations officer at Fort Drum, I will have a full crisis management plan for local areas. Since, these areas are inhabited by Amish communities; I will have to create a crisis management plan that takes their different culture into consideration.

Mitigation phase
I will create a risk management team that is headed by a coordinator who is familiar with Amish culture (Shi, P. 2019). The team members will also be trained in Amish culture. This means they will be trained in the Amish way of life. They will be trained not to feed or pet horses that are harnessed to a buggy, respect the privacy of Amish people, patronize an Amish business to commence interaction and communicate, and avoid communication on Sundays. The team should gain the trust of Amish people through interacting with Amish people in their shops. Usually, store owners who are in public friendly trades interact with customers and the team members should buy something while interacting regularly with the Amish. The crisis team should create a communication strategy with Amish during a crisis, determine sound sources of information, and how/ who to approach in Amish communities during a crisis. It will be helpful if some of the members of the crisis management team knew Pennsylvania German or learned Pennsylvania German to communicate better with the Amish.
