Is the commander or CEO a champion of communication? How will the organization's day-to-day communication culture influence how it provides information during a crisis?

Since 1984, Fort Drum has had the mission of manning and training personnel who can be deployed rapidly by sea, air, and land anywhere in the world. The personnel trained would be prepared to fight on arrival and succeed in their mission. The trained personnel at Fort Drum will be trained to obey orders without hesitation, and are mentally and emotionally trained so that they can operate in foreign countries. The personnel at Fort Drum are prepared for action, their attitudes and behaviors are so modified that they will win battles in the most adverse situations in the world. The personnel at Fort Drum are battle-ready. This means the personnel is trained to take up individual responsibilities and roles, face and overcome threats, address hazards, and take protective actions(Scardera, F. 2011). Because of their training, the personnel is trained to carry out emergency shutdown procedures. My prediction is that the base will manage a crisis successfully. Fort Drum is located in northern New York where there is flooding and snowstorm-related emergencies. In the past, the personnel from Fort Drum has successfully managed the crisis. The factor that explains successful management is that the personnel have enhanced capacity to perform specific military tasks and functions. Moreover, the person carries out exercises in coordination with one or more military units that enhance their combat readiness. This makes them ready to face and overcome natural hazards, threats, and crises.

Pre-crisis relationship:
Fort Drum has developed over generations, civil-military partnerships with the communities in its areas. The relationship is interdependent and both Fort Drum and its neighboring local governments are sensitive to the activities on both sides. The local communities are recognizing the potential of building and cultivating partnerships with the Fort Drum base. Most of the cities such as Felt mills, Black River, Sanfords Four Corners, and Evans Mills have some partnerships with Fort Drum. These may be related to the supply of utilities, local government services, and have meetings for resolving civil-military challenges together. Apart from these towns, there are also some Canadian Cities with which Fort Drum has partnerships. These include the Canadian cities of Brockville, Kingston, and Prescott. These relationships form strong, reliable, and robust communication channels with towns and cities in the Fort Drum area and these channels can be effectively used during a crisis (Khorram-Manesh, A., Mortelmans, L.
