This bank backed out of its obligation, however, stating that it was not authorized to guarantee commercial transactions.

b. Explain how the cancellation of the L/C could create a trade crisis between the U.S. and Russian firms.

An irrevocable L/C cannot be cancelled and the issuing Russian bank guarantees the payment and thus provides assurance to the U.S exporter that the transaction will be honored. Once the exporter is sure of receiving cash, the business transaction can be done between the Russian importer and U.S. exporter.

b. Explain how the cancellation of the L/C could create a trade crisis between the U.S. and Russian firms.
