I am choosing a diversity and sensitivity program. While the community needs to hire a more diverse police force, the current needs are to upgrade the skills and knowledge of those already on the job. It is imperative that these people learn to diffuse situations, address their own biases and those of others, and implement better communication methods.

Define the target population—Who or what is the target?
The targeted population is all members of the police force including management, along with the primary members of the local government.

Define target selection and intake procedures—How are targets selected and recruited for the intervention?
The program can be expanded to other employees of the government at a future date, but for now, all police officers and their department leaders, management including the chief, and those who control the budgets (Commissioners, city manager, etc) will be required to take the training.

Define program components such as the precise nature, amount, and sequence of activities—Who does what to whom, in what order, and how much?
