1. Sampling and Sampling Method:
The sampling method is convenience sampling. This is a method where data is collected from a conveniently available pool of respondents. This method has been chosen so that the members are readily approachable to be a part of the sample. The focus group conducted by me will have eight participants these at least two will be social workers, two will be researchers in social work, and two will be policymakers. Since I am located in Minneapolis I will select the participants in Minneapolis.

I will approach social workers in Volunteers of America and the Associated Clinic of Psychology and request them to participate in the focus group (a). I will tell them the research question is; "Why are appropriate early intervention programs not being developed for child abuse and neglect?" Next, I will visit the offices of key policymakers in Minneapolis and request participation either from them or from any other policymaker suggested by them. I intend to visit the officers of the Insurance Commissioner, The Governor, and the State Hospital Association Director. I will request participation from researchers who have at least two peer-reviewed publications. These researchers I will approach in St. Catherine University, St Cloud State University, and the School of Social Work, University of Minnesota. Each of these universities has faculty in social work.
