What I have to determine is the organization's current policy on diversity. What questions would you ask the Human Resource Manager and what would you indicate as best practices and how would you apply them to the hypothetical organization in this scenario? What areas are in line with the organization and where are the gaps?

The first thing you have to realize is the questions one would ask a Hispanic manager or Hispanic employees are the same that you would ask an Anglo manager or employee. There is no difference and this is an important fact of your assignment. Simply asking different questions of a particular group is a violation of the EEOC guidelines .
