The program will first need to carry out a survey of the particular group of people who live out of their cars/vans or trucks.
Creating a network of locations, from where the living-out-of-their-mobile-homes- families will be able to obtain material help such as food, gasoline and medicine as well as maintain the physical structure of their mobile home on their vehicle.
If the requirement for a shelter arise due to emergency housing need , then such families will need specific help in getting used to living out of cars.
