Max Weber was the first to delineate, in detail, the nature of the modern state. The state that developed from the 18th to the 20th century was marked by the growth of a professional bureaucracy based on merit and ability. It is this formal approach to administration that Weber laid out. Modern states have grown in power, reach and coercive ability precisely because of the development of a professional administration. States can even become absolute only because the bureaucracy is a professional, specialized and hierarchical body of highly trained officials who work for and are loyal to the state. In fact, they are the state. Without this sort of administration, the modern state cannot be understood. This is the nature of Weber's analysis and why it is so significant.
