Scenario

On January 1, 20XX, 4 major American cities New York City, along with Chicago, Miami, and Los Angeles will be the targets of a global terrorist attack involving the detonation of a nuclear and a biological device. The attack will kill over 300,000 people. This number however will likely rise in the aftermath due to the lasting effects of radiation and biological agents who will impact affected sites and populations for decades. It is imperative that these cities have disaster mitigation plans for both scenarios to cope and mitigate the damage and risks with the least possible number of fatalities and tragedies and to save as much people as possible.
