The CMS standards that are selected for the core measures are determined using based upon an analysis that entails several factors including what conditions contribute to the morbidity and mortality of the most Medicare and Medicaid beneficiaries, what conditions are national priorities in regard to public health interests, the most common health disparities that are medical conditions, conditions that that disproportionately drive healthcare costs and could be improved through quality improvement measures, and whether these measures will better foster patient and/or caregiver engagement.

The standards included in the 2014 core measures included controlling High Blood Pressure, use of High-Risk Medications in the Elderly, preventive care and screening regarding tobacco use, and other suggestions that were placated upon adults and chronic conditions. The CMS standards differentiate between those for adults and those for children and pediatrics.

In reference to children, the core measures include Appropriate Testing for Children with Pharyngitis, Weight Assessment and Counseling for Nutrition and Physical Activity for Children and Adolescents, Use of Appropriate Medications for Asthma, and Childhood Immunization Status amongst others.
