Arnold recognizes that there is a problem in implementing organizational strategies toward organizational objectives. He contests the problem is due to a strategy-objective disconnect between management and operations, and offers HR involvement as vector for efficiency. Arnold proposes that effective employee management will lead to successful implementation of quality and cost effective strategies.
Arnold identifies five organizational components that can bring about effective employee management: senior management interest and financial support, culture, health care manager human resources expertise, strategic role for the human resources function, and environmental scanning.
