What is Culture? It is the sum total of the way of living; includes values, beliefs, standards, language, thinking patterns, behavioral norms, communications styles, etc. Guides decisions and actions of a group through time. The field of cultural competence is emerging as part of a strategy to reduce disparities in access to and quality of health care. To date, efforts to define and implement the principles of cultural competence are still ongoing. Keeping this in mind, one definition of cultural competence put forth by Betancourt (2002) based on his research findings:

"Cultural competence in health care describes the ability of systems to provide care to patients with diverse values, beliefs and behaviors, including tailoring delivery to meet patients' social, cultural, and linguistic needs. Experts interviewed for this study describe cultural competence both as a vehicle to increase access to quality care for all patient populations and as a business strategy to attract new patients and market share."
