It is recommended that students first introduced to rubrics that will be used in assessing their assignments be given the opportunity to create one, so that they completely and clearly understand how the rubric works. Based upon this recommendation, it makes a great deal of sense to allow student input in the creation of the rubrics for projects, especially the ones where they will spend multiple class periods working on the project before its completion, AND especially if this is the first time the majority of the students have been introduced to rubrics.
