    I disagree. Ineffective communication may happen because of factors like large areas, disturbances or physical barriers. There can be psychological reasons for ineffective communication like withdrawal, working activities or games. In addition, there can be gender barrier, language barriers or cultural barriers to effective communication. These cannot all be imputed to the sender.
