    Greetings,

    Hope you are well.

--Based on Federal Acquisition Regulation part 10, what are the procedures that must be met when procuring the services of a molecular research chemist? Describe the policies and procedures for conducting a research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services.

Try and think of the role of the Federal Acquisition Regulation in proper procedural process in procuring services of molecular research chemist - that entails the following of certain policies accordingly. In the Federal Acquisition Regulation primary objective is in the acquiring of products and services (of a molecular research chemist or other services) on a contractual basis to effectively protecting the citizens of the government. Thus, the acquisition workforce entails the core and certain strategic procedures in protocol position that hones on accomplishing a government department (i.e. National Institutes of Health Administration) needs for project completion (NIH.gov, 2014). The Federal Acquisition Regulation in processes that entail the formation in contracting functions as well as services from contractors through assessment to identify the correct selection accordingly.

Therefore, the main key areas in selection during the research process contain the following phases (Acquisition.gov, 2014):

    a) Research requirements definition (tries and considers the primary goals for the government agency seeking contractual fulfillment for completing the targeted project goals that can entail a new program for the citizen's population, i.e. NIH. Further, the initial process in the research requirement definition is outlining the core attributes that detect the actual project in completing the project, such as, experimentation in molecular research).

    b) Assessment (try and consider the reviewing process in accumulation of data to the available contracts meeting the minimum project attributes definition for completion and direct needs in accomplishing overall core scope objectives).

    c) Oversight of contract performance (try and identify the connection to how the project officers can reflect a directive in expectation upon selection of an actual contractual to ensure the designated deliverables sub-tasks following noted parameters accordingly).

    d) Technical composition and/or fulfillment (try and think of the technical composition for ensuring the proper equipment and instruments necessary for project completion that the project officers within the Federal Acquisitions can successful approve the phases for procedural deliverables outcome that fulfills scope objectives).

    e) Management direction (try and associate the senior leadership within the Federal Acquisitions in leadership direction during the procedural output in using internal protocols such as the FAR system as indicated within the regulation of part 10 for the Federal government of the United States to decipher progress or regressing in meeting the sets of regulations issued by the designated agency acquiring or utilizing contractual services).

Keep in mind, the Federal Acquisition Regulation is the set of rules within the overall usage in the FAR system for issuing an acquiring of goods and services utilizing three core phases - that e strategic processing based on policies for conducting a research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services (Acquisition.gov, 2014):

    a) The recognition and acquisition planning (try and identify the necessity based on project scope for hiring a chemist in the project services for a molecular research that entails setting the guidelines within compliance of the FAR system regulatory expectations issued by the particular agency seeking the scope project completed).

    b) Project services for project services for Contractual formation (try and consider the part ten market research is on the formation of assuring the contractor meets the eligibility of knowledge and skill sets based to facilitate the research project scope can meet expectation of the management direction further while competing the phases through the FAR system).

    c) Contract administration ( try and think of the contractual administration as the ongoing effort from the part one of starting the acquisition regulations systems of sub-chapter A to the part ten within sub-chapter B to properly illustrate acquisition planning leading to actual market research deliverable phases that the agencies requires for completion).

Basically, the FAR procedural method in the acquisition completion is in the initially market research to determining the project defining scope objectives that leads to the utilizing of database services of eligible contractors meeting the core project needs, i.e.; FAR 10.000 - 10.003 market research, FAR 2.101 market research definition, FAR 7.102 acquisition planning and marketing. Therefore, the final write up should reflect the formation of accountability to meeting the knowledge and skill set in adapting to the government agency seeking the scientist in project completion. Thus, the acquisition search in the final phase of procedural checkpoints to assure the delivery of the right candidate / contractor is within in line of expectation to the project scope initiatives.

Try and associate the marketing researcher within part ten as a way towards how the government agency utilizes the FAR system as a continuous process for collecting the initial formation of data analysis the best practices in selecting the contractor (scientist, chemists, other services) that demonstrates capabilities, thus, the usage of the three above mention core areas of definition to discovery in scope completion. In doing so, the contracting project officers relay and share different needed information from the contractor that refrain from not meeting the internal expectations but the delivery of project deliverables.
