    Employee issues comprise a large number of sub-issues. This includes the right to work, meaning which employees employers will hire. While some employers will hire employees for cash only, this is not legal and therefore, this is a gray area. While these employees cannot be identified as they are not legal in the United States, the employer does not end up paying payroll tax for these employees and the employees do not end up paying taxes on their income.
