What is open job review?
What I would suggest doing is having an open job review and selection process to ensure that the best people get hired for each position. This ensures that the very best people survive the cutting process. While it would be a very intensive process and would make everyone nervous in the short term, in the long term, the people that survive the cuts will work hard for your organization with the knowledge that each and every person deserves to be there.
