Ethical organizations are created through ethical leadership and organizational structures and systems based on the same theory of "from the top down." If management exhibits actions that show employees that ethics is at the back burner, employees will follow suit and deem the behavior of management as acceptable. On the other hand, if management shows that there is a zero tolerance policy for unethical behavior, employees will be more likely to adhere to a strict set of ethics, and demonstrated by management.
