Without a rough draft or an incomplete start, it's a little difficult to be very specific; however, I can give you some general advice on how to start. First of all 200 words is about a full typewritten page. One good way to begin an essay that asks, "what does it take to make _______X________?" is to go to the dictionary and look up the definition of "X"--in your case, "community." Even though it asks for your opinion, remember that an opinion should be based on good data--in other words, you can't just make up a definition and, should it be inadequate, excuse it on te basis of it being you "opinion." I STRONGLY advise against using dictionary.com or any of those quickie online dictionaries. If at all possible find an edition of the OXFORD ENGLISH DICTIONARY (fondly known as the "OED.") Even in its online version, the OED gives information on how the word developed; and I find that gives you an idea of what it meant in the past, and what the word has come to mean over time. I happen to know that your word, community, comes from the Latin, originally, and may have a specific meaning to an imperial power (which Rome was.) Many dictionaries locate the origin of the word in the Middle Ages, when many "communities" were walled towns. Obviously, then, you have the idea of specific place, which might lead your to think about the other word, "neighborhood", so look that up, too. Bear in mind that definition number one is the most common and widely used definition. The other definitions may help you expand your understanding--a particular slant on the meaning, a particular way that word might be used in a specific context, etc.
