The US military is in itself a massive secondary group in society that has its own set of rules having developed traditions, practices and a sense of identity throughout its dynamic history from the days of US Independence. In short, the US military has its own culture. Predominantly male-dominated, issues of harassment across the board continue to surface despite all efforts in principles, by-laws, awareness programs and training and varied other campaigns to ensure that harassment within the military system does not at all occur. Harassment and issues of discrimination & even sexual assault crosses the boundaries of gender, rank and race. In the US global military presence, issues of harassment against prisoners of war, terrorist-suspects and detainees as well as relations with other serving soldiers of NATO coalition members continue to make it to the news. According to top US military officials, the problem is imbedded within the military culture that it is too difficult a practice to stamp out. Two top US military Officers speak out in the late 90's (Sept 11, 1997):

? MAJ. GEN. RICHARD SIEGFRIED, U.S. Army: "When we looked at the EO system, when we talk about the commitment to the system, there are a couple of ways you can do that. No. 1, you put resources towards it. And we found that we needed more resources at the departmental level to over-watch the system and make sure that it's working correctly, that we needed more resources where the soldiers were stationed because we found some units that did not have school trained equal opportunity advisers there to be proactive in making sure that the environment is correct."
