The United States Army has the goal of being positioned, fighting, and winning wars for the US by giving it an ordered, fast, and insistent dominance on land in all conflicts in which the US is involved. According to 2020 figures, the US Army has a total of 1,258,472 personnel including both uniformed and civilian personnel. The discretionary budget authority in 2019 for the Department of Army was $182 billion. In the 2023 presidential budget, the military budget was $177.5 billion for the Army.

Informal communication in the Army:
Informal communication in the Army is rule-bound. The hierarchical structure of the Army and the chain of command make it very difficult for informal communication to take place. In this context, the Army has found it necessary that staffs communicate informally. For example, in the context of medical units, there are work groups, educational activities, and medical support missions that have to be addressed (a). Currently, the informal request is done through staff-level communication. These are requests for information when the information should be fast and easy to get, tasks that take one hour or less to do, personnel support when the time commitment is low, and the request is generated low. Informal communication reveals the weakness in the organizational structure of the army. Informal communications are contrary to the line of command in the army and can cause confusion and chaos when used.
