There has been a growing concern over that lack of natural water resources throughout the Southwestern United States in recent decades. The problem is getting more exacerbated, however, by the burgeoning population throughout the region, coupled with prolonged drought in many locations. Couple this with the average individuals seemingly lack of knowledge when it comes to the importance of water conservation, and an issue of grave environmental importance has emerged. In fact, this problem is further compounded by the reality that water treatment facilities in the region are in ill repair, making even the average homeowner concerned about drinking tap water. Because of this, in order to provide for a brighter future it is critically important that positive environmental behavior and action be promoted throughout the region in order to increase the water supply and to implement control measure designed to accomplish just this objective.

The Colorado River is the main source of ground water throughout the Southwestern United States. While there have been numerous efforts in recent years to get the states of this region to work together on water conversation initiatives, little has seemed to really gain traction and get of the ground in a meaningful way. Recently, however, the four states of Arizona, California, Nevada, and Colorado have begun a new water conservation program entailing the Colorado River system, and they have called upon municipal providers of water throughout the region to get involved. To encourage this initiative, the United States Bureau of Reclamation recent began soliciting proposal to enhance water conservation efforts along the Colorado River. These proposals came from entitlement holders in the states of California, Arizona, and Nevada. In addition, users of water throughout the area surrounding the Colorado River will be invited to participate in the agreement that is struck at a later date, thereby making this a community wide effort aimed at encouraging a positive environmental change when it comes to water use and conservation.
