Research indicates that smoking during pregnancy and postpartum pregnancy is harmful to the fetus and well being of both the fetus and mother (Zapaka, Pbert, Stockland, Ockene, Goins, & Bonollo, 2000). For instance, smoking increases a baby' low birth weight and pre-term health. In addition, it poses a risk to infants of Sudden Infant Death Syndrome (SID), and other illnesses such as: (a) asthma, (b) upper respiratory infection, and (c) hospitalization for the presence of bronchitis (p.74). The Zapaka et al study consisted of participants completing a self-administered survey with the help of a staff person. The instrument contained 15 items, plus 10 demographic items. For instance, smoking items were related to provider counseling based on the National Center Institute's 4 A's (Ask, Advise, Assist, Arrange). The dependent measure was a comparable measure of provider's self-reported intervention's procedure or performance. For example, providers indicated what proportion of their patients/clients used each intervention step (e.g. none, some, most of all). Each step was scored as follows:

0=None
1=Some
2=Most
3=All
