A good question. I think the direction you want to go in is hinted at in the first part of the question: "how to increase interest". What psychological theories deal with increasing someone's motivation to do anything? For example, children are not often interested in learning to read, so what do parents and teachers do? They try to find something that the child finds intrinsically interesting to do.
It sounds like you need to find a way to introduce these students and teachers to an online activity that is fun to do and related to their interests.
