The task force on test users' qualifications was established in 1996 to set forth guidelines to inform test users and the public of the qualifications and competency of test users (Townes & Demes, n. d. p. l099). The Task force established a three-tiered level system that included:

Level A (e.g. vocational proficiency tests) appropriate for administering by non-psychologists).

Level B: (general intelligence tests) qualification for administering must have some technical knowledge of test construction and use, and of supporting psychologists and education subjects such as statistics , individual differences psychology of adjustment, persona psychology and guidance (APA, 1950). (Test User qualification, p. 13). Includes school and government agencies .

Level C: (Individually- administered tests of intelligence, personality tests and projective methods) test use is restricted to persons with a Master's degree in Psychology, one of supervised experience under a licensed psychologist (APA, 1950).
