Hello. Since this is an opinion-seeking question, this solution is in the form of an advice (as with the previous one that I have done for you) in terms of the possible positions you can take. The question wants you to give one based on the materials you are currently learning and your own personal observations. Additionally, the solution requires a display of the knowledge of current strategies in place and we have discussed this in a previous solution I have done for you, Posting ID: 327311. If you recall, we enumerated the varied strategies currently influencing & informing the way DHS is run and the way it functions and approaches varied concerns and issues. Now in the statement above, what a strategy is defined as such:

"A strategy should provide purpose for those that must plan how to best accomplish changing the existing environment in order to achieve the desired end-state."

This can only mean that when strategies are employed, there is a goal or an ideal outcome that is sought to be achieved whether it is the maintenance of a status qou or a total change of it. Now the statement above declares that,

"President Obama states the overall objective is a world in which America is stronger, more secure, and is able to overcome our challenges while appealing to the aspirations of people around the world."

Plainly, since this is pertaining to Homeland Security efforts, the President is referring to what he sees should be the objective of the DHS under his leadership. Is there something wrong then with the previous DHS ...
