I think you're instincts for answer c are correct.
My reasoning is as follows:
A) The Church during the Middle Ages wasnt really controlled by strong, secular monarchs.
The various monarchs that existed were often embroiled in fighting one another and couldn't really jointly or independently dominate the Church.
