Healthy People 2010 used leading Health Indicators to measure the health of the Nation over the next 10 years. There are 10 indicators, and each one has one or more objectives from Healthy People 2010 associated with it. This group of indicators reflects the major health concerns in the United States at the beginning of the 21st century. In part, they were selected because of their importance as public health issues. The leading health indicators include:

Facing a volume of sexual health problems today, health professions are being obligated to develop comprehensive approaches to sexual health promotion. Healthy People 2010 based its indicator of this public needs. In fact, recently, attempts have been made to develop these strategies at national, regional, and global levels. One of the challenges of articulating strategies has been arriving at basic definitions of sex, sexuality, sexual health, and responsible sexual behavior. Therefore, there is a need to develop programs designed to promote sexual health and responsible sexual behavior (Coleman, 2002, http://www.jstor.org/pss/3813415).

According to Healthy People 2010, promoting responsible sexual behavior is of great public interest. One way to promote responsible sexual behavior is through promoting healthy sexual behavior. According to WHO, (2002), "sexual health is a state of physical, emotional, mental and social well being in relation to sexuality; it is not merely the absence of disease, dysfunction or infirmity. Sexual health requires a positive and respectful approach to sexuality and sexual relationships, as well as the possibility of having pleasurable and safe sexual experiences, free of coercion, discrimination and violence" (http://www.cdc.gov/sexualhealth/ ). This fits well with Watson's holistic model of caring.

Conceptualization Model

Jean Watson's Theory of Human Caring (Watson, 1999, cited in Pipe, et al, 2008) proposes three essential aspects of caring: clinical caritas (meaning to cherish, appreciate, and give special attention to something that is precious), the transpersonal caring relationship, and the caring moment or occasion. Watson's theory of caring "emphasizes the interactive aspect of healing that occurs between nurse and patient, particularly when the nurse intentionally focuses on the caring relationship and recognizes the potential for healing to happen in mind, body, and spirit.
