Overview of HIPAA

AUG. 21, 1996 the Public Law 104-191 HEALTH INSURANCE PORTABILITY AND ACCOUNTABILITY ACT
was signed into the law by President Clinton. This was to amend the Internal Revenue Code of 1986 to improve portability
and continuity of health insurance coverage for groups and individuals. The purpose was to combat waste, fraud, and abuse in health insurance and health care delivery, to promote the use of medical savings accounts, to improve access to long-term care services and coverage, to simplify the administration of health insurance, and for other purposes.

The Secretary of Health and Human Services (HHS) delegated to the Administrator, Centers for Medicare & Medicaid Services (CMS), the authority to investigate complaints of noncompliance with, and to make decisions regarding the interpretation, implementation, and enforcement of certain regulations adopting administrative simplification standards.

The Health Insurance Portability & Accountability Act of 1996 (HIPAA) requires that employers have standard national numbers that identify them on standard transactions. The Employer Identification Number (EIN), issued by the Internal Revenue Service (IRS)
