In reference to the congressional and political climates that existed during different eras of healthcare legislation, the climates varied between bipartisan support or partisan friction that often had a significant impact on the ability for healthcare legislation to be passed. When President Johnson was able to pass the most significant healthcare legislation in history at the time in 1965, he relied upon a strategic approach that engaged Republican conservatives by compromising on many issues that would have resulted in opposition from those within the Republican party.
