This is a great topic and you will find it very easy to find great research. These reforms were hotly debated and studied. I would recommend you begin your paper by discussing American trends in standardized education. This would be a wonderful opportunity to tie these acts in to newly instituted Common Core initiatives.
From the get go, you will need to decide whether you are a supporter or skeptic of nationalized standards. Now, I have written almost this exact same paper, and I personally chose to point out the flaws in this type of reform. I found the paper very easy to write from this stance as these reforms were largely criticized and much of the studies on these reform efforts show lackluster results. Of course, you will need to choose what is right for you.
I'm going to include a list of sources that you will be able to find within the databases that are available to you through your school. You might be able to google some of the titles as well and find them that way. Remember, obviously, you will need to create your own works cited page based on how YOU access these sources. They are just to get you started. Also, you will note that most of them have NCLB in the title, but the source from Moores includes a great breakdown on Educate America/GOALS 2000. Here is a link to the first page of that article in case you can't get it - there is enough to work off of there (http://muse.jhu.edu/login?auth=0&type=summary&url=/journals/american_annals_of_the_deaf/v148/148.5moores.html). Don't forget to cite that database/journal as how you accessed it. The Davenport and Jones source also includes great information about GOALS 2000.
(the official government record on GOALS 2000 can be found here: http://www2.ed.gov/legislation/GOALS2000/TheAct/index.html)
Great things to search in your databases would be:
No Child Left Behind Results
No Child Left Behind History
No Child Left Behind Success/No Child Left Behind Flaws/No Child Left Behind Failure
Educate America Results
Educate America History
Educate America Success/Educate America Flaws/Educate America Failure
GOALS 2000 Results
GOALS 2000 History
GOALS 2000 Success/GOALS 2000 Flaws/GOALS 2000 Failure
Most importantly, you must find and ...

Legal and Ethical Implications for Classroom Management
Please help me to research a minimum of four articles that address the legal and ethical implications for classroom management related to the rights and responsibilities of students, parents, and teachers. Search the Internet for two other scholarly articles. In a word essay, clearly identify and summarize each article. Reflect on what you read in each. How will it make a difference in the way you manage your classroom?
