This is a great topic and you will find it very easy to find great research. These reforms were hotly debated and studied. I would recommend you begin your paper by discussing American trends in standardized education. This would be a wonderful opportunity to tie these acts in to newly instituted Common Core initiatives.

From the get go, you will need to decide whether you are a supporter or skeptic of nationalized standards. Now, I have written almost this exact same paper, and I personally chose to point out the flaws in this type of reform. I found the paper very easy to write from this stance as these reforms were largely criticized and much of the studies on these reform efforts show lackluster results. Of course, you will need to choose what is right for you.

RESEARCH:
I'm going to include a list of sources that you will be able to find within the databases that are available to you through your school. You might be able to google some of the titles as well and find them that way. Remember, obviously, you will need to create your own works cited page based on how YOU access these sources. They are just to get you started. Also, you will note that most of them have NCLB in the title, but the source from Moores includes a great breakdown on Educate America/GOALS 2000.
