This response assumes you want to draw a custom area as graphics within a polygon and change the color of it.
Steps:
1. Make sure you have the Drawing toolbar on screen in Arcmap. If not, bring it up by going to View menu -> Toolbars and clicking on Draw.
2. On the drawing toolbar there is a button that shows "New Rectangle". Click on the little down arrow on the button to see more options. I suggest you use "New Polygon" to draw your custom area.
3. Practice drawing on the map your new custom area. With "New Polygon" each click extends the polygon further and double clicking finishes the drawing. You can change the fill color then by ...
