This needs assessment model ranks a 3. It has been fine-tuned and adjusted to be adaptable to many types of organizations. It is especially important that it includes organizational culture, which dramatically impacts strategy. It is useful for a broad look at the organization, but lacks quantitative statistical information and fails to investigate root causes. As a result, the tool may address symptoms more than actual situations. It does, however, effectively take a much needed look at the impact of the organization's culture and the inner-workings of the elements, as well as a reminder that these elements must be considered concurrently.
