The steps are requirement specification, design, implementation, testing and debugging, installation and maintenance.
Requirement specification is a complete description of the behavior of the system to be developed. There are functional requirements that are expressed through use cases.

Design stage is essentially planning and problem solving for a software solution. In short it is a plan for the solution.
Implementation refers to the execution of the plan described above. It is the recognition of an application of a plan. The policy, design, specifications are all executed.
