Please help me in designing a test to verify the capabilities of a specific person/position in an organization or one with which you are familiar with. I need to explain the test and the reasoning for the specific design of the test.

To design a test to verify the capabilities of order pullers in our grocery chain distribution centre, it was first important to understand the purpose of the job. To do this, I discussed the order puller position with the distribution manager, various store managers, buyers, and top order pullers. It was determined that order pullers must show up on time, pull x items per hour, be error free, and invoice products correctly. The distribution manager was able to produce reports on current performance to develop a baseline. This baseline will be important in tracking performance to see if performance improves.

In reviewing the position, leading indicators would be the data that is currently tracked, but not utilized.
