I have broken the concepts down to help you better understand the individual parts and how I would approach it. The subject you chose is too broad and would have too many elements for a doctoral paper. Doctoral papers need more "laser" focus. If you picture a set of circles in circles, the outer circle is the broad bachelor study, the next inner circle is the masters, getting a more focused look at the choices for study. The doctoral study area is the next inner circle, focusing on a more specific subject matter and within that circle is the doctoral papers, smaller and more focused still. Sometimes it helps to visualize it this way to understand how to narrow the scope of the study, which is one of the important key steps for any study.

You can use this as a guide and modify it, or change what you actually want to investigate. This is why I did not limit the three resources as narrowly as I could. One of the things I have discovered in research, the more "around the subject" reading you do, the more the narrow scope reading helps you identify the validity and value of your resources.

The most important aspect of trying to decide where the healthcare issue is to be resolved is to decide if people at the local level, with more direct contact or input with people in their communities would be a better choice for implementing universal healthcare.
