The first difference between AFL-CIO, National Writers' Union, IUTAM, and the National Alliance of Postal and Federal Employees is that the AFL-CIO, National Writers' Union, IUTAM has a large number of functional departments (1). For example, it has building trades, industrial unions, and maritime trades. In contrast, the National Alliance of Postal and Federal Employees has a simple structure the national body, Districts, and Locals. This also gives the NAPFE three levels of authority.

The second difference is that the AFL-CIO, National Writers' Union, IUTAM, has at least six levels of hierarchy, whereas the National Alliance of Postal and Federal Employees has a relatively flat organization with just three levels of hierarchy.
